This course is perfect for learners who are:

  • Drivers with Unrestricted “C” Class license who wish to upgrade their license.
  • Drivers with Light Rigid (LR), Medium Rigid (MR), or Heavy Rigid (HR) license who wish to earn another type of license.

How is the course delivered?

Training is delivered via distance self-paced learning and face to face training and assessment.

Course Duration: This course is designed to be completed completed in up to 2 days plus 15 hours of pre-course learning.

Expected Study Hours: Typical learners are expected to spend 32 hours depending on existing knowledge, skills, and experience.

What will you learn in the TLILIC3017 Unit?

This unit will teach you the essential skills and knowledge required to obtain a licence to drive a heavy combination vehicle. Among others, you will learn to:

  • Drive a heavy combination vehicle
  • Monitor traffic and road conditions
  • Monitor and maintain vehicle performance

How is the course structured?

All learners will be assessed through a combination of the following assessment methods:

  • Trainer demonstration + return demonstration
  • Scenario-based assessments
  • Practical skills demonstration assessments
  • Questioning – Written or Verbal

What are the entry requirements?

There are no formal pre-requisite requirements for this unit of competency according to the training package requirements. However, OZY RTO training and assessment delivery strategy requires that prior to the course, learners meet the following requirements:

  • At the time of enrolment, the applicant must:
    • Currently hold a Class C – car licence for a period of 2 years continuously
    • Currently hold a Medium/Heavy rigid license for 12 months
  • Have gone to a Service NSW service centre in person and:
    • Provided a completed Licence Application form
    • Provided acceptable proof of identity
    • Passed an eyesight test (unless exempt)
    • Provided a medical assessment report (if applicable)
    • Passed the Roads and Maritime Service Combination knowledge test (heavy combination)
      • this must be completed at least three (3) days prior to the driver training booking
    • Paid the appropriate fee for the licence upgrade
    • Obtain a Heavy Vehicle Competency Based Assessment (HVCBA) learner logbook
    • Obtain a Guide to Heavy Vehicle Competency Based Assessment publication.
  • Supply OZY RTO with:
    • Heavy Vehicle Competency Based Assessment (HVCBA) learner logbook
    • Current driver’s licences
    • At least one (1) other form of ID (e.g. Medicare)

In addition, to ensure the applicant is legal to drive on the road before conducting each training course session the Trainer visually checks and verifies the applicant’s details including an eligibility check on HVCORS

  • The Applicant holds a current Australian Driver Licence and is recognisably the person depicted on the licence
  • The Applicant is wearing glasses or contact lenses, if required
  • The Applicant is not in contravention of any licence condition
  • An eligibility check is completed on HVCORS and the Applicant is eligible to do HVCBA

Learner Logbook

  • Has not expired (check date printed on side of front cover)
  • Is for the correct licence class the Applicant is attempting
  • Has been issued to the Applicant and signed by the Service NSW representative
  • The Applicant’s signature is the same on both the Learner’s Logbook and driver licence.

Important Notes

  • The Trainer/Assessor will NOT conduct the training course or assessments if:
    • the Applicant does not bring his / her current Logbook and photo driver licence to each session

Numeracy and Literacy

Language, literacy, and numeracy requirements are needed to undertake this course. Specifically, students need the ability to:

  • Use literacy and numeracy skills as required to read, interpret, and adhere to relevant state/territory driver licensing authority road rules, regulations, permit and licence requirements

An Entry requirement of at least Year 10 English or equivalent is required.

The successful completion of the knowledge test required prior to commencement of this course as well as the successful completion of a Pre-Enrolment Assessment Form demonstrates that the learner has the Numeracy and Literacy skills required to undertake the course.

Physical attributes requirements

The unit of competency that this strategy applies to specifies that students must, be able to drive a heavy rigid vehicle safely.

Therefore, prospective students need to have the physical attributes to be able to:

  • Monitor and anticipate the movement of traffic.
  • Operate vehicle controls.

Prospective students must have advised Roads and Maritime Services and had their medical fitness to drive assessed if they have experienced –

  • A change in their eyesight
  • A change in their visual aids used when driving
  • Blackouts, fainting or other sudden periods of unconsciousness
  • Vision problems
  • Heart disease or stroke
  • Epilepsy
  • Sleep disorders
  • Diabetes
  • Psychiatric disorders
  • Neurological disorders
  • Age-related decline
  • Disability

Candidates with a serious disability are not eligible to complete this unit. In these cases, applicants are advised that they must complete a Heavy Vehicle DART Disability Driving test. (Not offered by  OZY RTO)

Resources Required

As well as passing the RMS Heavy Rigid Knowledge Test and obtaining the logbook, which they are required to bring with them to their course learners are also required to:

  • obtain and wear their own safety boots while taking the course
  • bring their current photographic licence with them

What are the resources needed to complete the course?

To support you in your new course with OZY RTO, we will provide:

  • Reading Materials and Workbook
  • High Visibility Safety Vest
  • A heavy combination vehicle that meets NSW licensing requirements to be used for Training and Assessment of a Heavy Combination Vehicle License according to the HVCBA Scheme

Students are required to obtain and wear safety boots during the course.

Licensing, Legislative, Regulatory or Certification Considerations

This unit applies to driving that is carried out in accordance with relevant state/territory driver licensing authority licence requirements and regulations for heavy combination vehicles. The primary legislative requirements applicable to this unit of competency are state/territory legislation in relation to road use and driver licensing.

This unit addresses the knowledge and skills necessary for the granting of a Heavy Combination Driver Licence. Being awarded this unit of competency is a necessary requirement to obtain a Heavy Combination Driver Licence but is only one of several criteria. Prospective licence applicants should check with the state/territory driver licensing authority for other criteria (such as licence tenure and medical fitness) to confirm other eligibility requirements before undertaking training and/or assessment.

In NSW to apply for a Heavy Combination (HC) Licence, an applicant must:

  • Have held a class Medium Rigid (MR) or Heavy Rigid (HR) Licence or equivalent for one year or more
    • Any time the applicant has spent on a P2 MR or HR licence counts, but the applicant cannot practice driving an HC vehicle, or upgrade to an HC licence until they hold a full class MR or HR licence
  • Pass the HC knowledge test
  • Pass an eyesight test
  • Successfully complete HVCBA or pass a Roads and Maritime driving test

What are the Qualification Pathways?

Learners may also consider additional training to complement their skills in transport and logistics with courses/units such as:

  • TLILIC3018 – Licence to drive a multi-combination vehicle in order to obtain a license allowing them to drive a wider range of vehicles including:
    • B-doubles
    • Prime mover, low loader dolly and low loader trailer combinations
    • Road trains

Is Recognition of Prior Learning (RPL) available?

Due to the high risk nature of this unit and licensing requirements all learners must complete the unit via the Learning and Assessment Pathway.
